Highlights RABA Makes Headlines with
its e-Voting Red Team Effort RABA's
RiSC was engaged by the Maryland
General Assembly to perform a security
assessment of the States touch screen
electronic voting system, with the
specific goal of recommending improvements
for the March 2, 2004 primary and
subsequent November general election.
In characteristic fashion, a specially
selected team of experts was assembled
from RISC, the RABA engineering staff,
and associated partners (in this
instance UMCP, and UC-Davis) to work
the problem. The team spent several
weeks evaluating a system comprised
of 16,000 touch-screen terminals,
forty four Dell Servers, 160 smart
card programmers, and 285,000 lines
of proprietary C++ source code. RISC's
efforts culminated in a day-long
Red Team exercise that uncovered
numerous, potentially catastrophic,
flaws. These results, together with
mitigating recommendations, were
detailed in a report and summarized
in testimony to the Maryland legislature.
RISC's Red Team effort was, and remains,
the only independent assessment of
an electronic voting system in the
United States. Press coverage included
the Associated Press, New York Times,
Washington Post, and TIME Magazine.
Network coverage included CBS, ABS,
MSNBC, NPR, and Dutch-Belgian public
TV. RISC security recommendations
were adopted by the California Secretary
of State for implementation throughout
California. They are being written
into legislation in Ohio, and have
been endorsed by the Leadership Conference
for Civil Rights and the Brennen

through Met Life, and cover preventative
services at 100% with no deductible.

with zero employee contribution required.
Individual insurance policies cover
two-times an employees salary, up
to a maximum benefit of $500,000.
Employees may purchase additional
life insurance for themselves, their
spouse and their children. disability
RABA provides a self-funded short-term
disability plan for employees unable
to work due to illness, pregnancy,
or injury. Benefit coverage begins
on the 8th day of a qualifying illness
or injury, and covers 100% of the
employees base weekly salary. RABA
also provides a long-term disability
insurance benefit that begins after
a 90-day elimination period, and
covers up to 60% of covered earnings
with a maximum-capped benefit of

selection of investment choices.
Employees may contribute via pre-tax
payroll deductions up to $14,000
